Toward the end of January each year, the President of the United States traditionally delivers his State of the Union address in Congress. In 1992 President Bush declared: “You must cut the capital gains tax! Those of you who say: 'Oh no, someone who´s comfortable may benefit from that.' You kind of remind me of the definition of the Puritan, who couldn´t sleep at night, worrying that someone, somewhere was having a good time.” In November of the same year George Bush was not reelected.
